Meet Julia, Director of Humanim’s abilIT Technology Training Program

For Julia Taylor-Golbey, a career has never been about following a single path. It has been about helping people discover their own. 

Through Humanim’s abilIT program, people with disabilities and disabled veterans prepare for careers in information technology and cybersecurity through technical training, certification preparation, and employer connections. 

Before joining abilIT, Julia built a diverse professional background focused on education, workforce development, and human services. At Johns Hopkins School of Advanced International Studies (SAIS), she served as program administrator for the Strategic Thinkers Program, a partnership supporting mid-career military officers earning accelerated master’s degrees. She also worked in community-based behavioral health services, providing vocational and residential support for individuals navigating mental health challenges. Along the way, she taught workforce development courses at the Community College of Baltimore County and developed training programs for universities and organizations across Maryland. 

Those experiences shaped her belief that meaningful work should be within everyone’s reach. 

A Passion for Creating Opportunity and Jobs 

“I believe everyone should be able to have access to meaningful, challenging work that provides the opportunity for advancement, and have advocates provide pathways to achieve,” Julia said. 

As Humanim’s new director of abilIT, Julia is focused on growing opportunities for participants across Maryland while contributing to the larger abilIT Across America program. She sees tremendous opportunity to connect untapped talent, including neurodivergent individuals and other people with disabilities, with employers who are looking for skilled, motivated professionals. 

“This iteration of abilIT has a strong success foundation through Melwood,” she said. “What’s exciting is the untapped talent within Maryland, as well as the opportunity to develop new partnerships with organizations throughout the region that are potential employers for abilIT alumni.” 

Julia believes participants gain far more than technical skills through the program. Interview preparation, time management, networking fundamentals, resume development, and ongoing support help graduates build confidence as they pursue careers in technology. 

Leading by Example 

Her leadership philosophy is simple: lead by example. Whether supervising teams or supporting participants, she believes no task is beneath a leader if it helps move everyone forward. 

Outside of work, Julia is a longtime costume designer and currently serves as costume curator for Baltimore’s Spotlighters Theatre. It’s a fitting role for someone who enjoys recognizing potential where others may not see it, then helping bring it to life. 

And that’s exactly the kind of leadership she hopes to bring to abilIT.
